I studied this for over 20 years.

If I remember correctly, you need to turn the instrument 180 °.

Do an Internet search on these keywords:
vertical collimation theodolite

like I did and got a website in French:
rt.htm http://membres.lycos.fr/geometres/ang_ve
saying something like the circle right / left circle
and turn double ...

You can also search the Usenet sci.engr.Topography files
that specifies the left and right sides.

Also look in the manual of the instrument.
